Arizona Coyotes seek Theme Park loophole to pay for Arena?

Arizona lawmakers could make changes to the special taxing districts that Coyotes owner Alex Meruelo is seeking for his proposed $3 billion arena complex in northeast Phoenix.

The players are relocating to Salt Lake City, but Meruelo will get an expansion team from the NHL if he builds a new arena within five years.

These special taxing districts are exempt from state and local income and property taxes, and they can charge patrons a sales tax – revenue that can be used to help pay for the development.

Under current state law, theme park districts are created by cities. Hoffman’s amendment would allow counties to also create them – and potentially override any objections or input from cities.

Sen. Juan Mendez, a Democrat who represents District 8, said the bill would reduce local control.

“It makes it easier for developers like sports teams, owners, of all people, to get tax money by cutting out our cities from the decision-making process,” he said.

Meruelo has said his arena complex will be privately funded.

“We’re going to fund this 100% on our own when it comes to the land, purchasing the land, when it comes to the building, when it comes to the infrastructure, all that comes on my nickel, my money,” he told ABC15 Arizona earlier this month.

  3. Nevada has Tourism Improvement Districts (TIDs) and Sales Tax Anticipated Revenue (STAR) bonds that serve a similar purpose. Three examples up in the Reno area: Cabela’s in Verdi, Legends (Outlet Mall) at Sparks, Greater Nevada Field, home of the Reno Aces.

  4. I honestly just dont care anymore. The local government is against building an arena. Muruello is a total fool, obviously. The fanbase in AZ is few and far between. AZ is all fairweather fans.

  5. I would be surprised if Muerelo gets any where with this, the only way the yotes come back here is if he sells the rights. Hes burned so many bridges here and as much as I want them back I don't know if I dont want to support him.

  6. Will there be lots of rides for kids as well as adults? Will mascots and animals will be seen in this district? I thought Meruelo was going to build condo buildings, shops, restaurants, etc. on the land? How does that qualify as a theme park? The auction winner is supposed to be the "highest AND BEST" bid, so if another party says they'll develop the land and pay their taxes, that may end up being seen as the "best" bid even if it's for less money up front.

  7. So…the politicians are pissed that they cant get a cut of the coyotes pie? Thats what that sounds like. The public wants it so let it happen! If anything, id be glad to directly fund the coyotes as a fan a patron via a sales tax. Screw the politicians!

  8. Former yotes fan here. The first red flag NHL is done in AZ is how "generous" the owner was trying to be. NHL does not want the prescedent set of an owner genrerous to the community. Sadly, I think NHL may be gone from AZ and may never come back.

  10. While it would help the coyotes they have denied being involved in the legislation. The main guy who is pushing for it is a guy that is trying to build a Pro Soccer stadium and bring an MLS team here in Mesa. The rising have been very successful and Phoenix is a very good market for soccer. The news story is a little disingenuous, Arizonas politics in general are garbage and Alex Muerelo has done a terrible job at navigating it. I don’t think he will be able to bring them back so I hope at some point the rights are sold to someone that really wants to own it and have them do well.

  11. If you need to find a loophole to fund your project, you're already in trouble. Hopefully hockey fans in Arizona realize this.

  12. We got a chance to get our team back. What is wrong with these politicians? These idiots in our government that serve are the reason the team went to Salt Lake in the first place. Hopefully, calmer heads can make some good decisions so Phoenix can rejoin the NHL. Arizona, is a great place to live but we have some morons in our local government.

  13. “I will pay for all of this” is really all they need to hear at this point. The sales tax? It’s not like the government is losing money. It’s new revenue being generated by the Arena site. Not to mention the thousands of jobs it’s gonna create. The Arizona government is so backwards.

  14. The Phoenix Suns have Theme Park Status, and as part of their deal with the city of Phoenix, can prevent the City from allowing the Coyotes the same privilege. This legislation is proposed to “even the playing field”.

  15. Do the Coyotes have any idea how to build goodwill and support in a community??? Trying to cheat the system and access taxpayer money is sketchy at best. No wonder they couldnt even fill a 5K seat arena.

  16. Bettman glad the NHL got out of AZ and away from Meruello. I don’t see the Coyotes returning unless they get new ownership
