Wrong. Head contact is what they are trying to get out of the game. For good reason. Making excuses as to why he hit Boeser’s head is ridiculous. Rust could have easily pushed Boeser with both hands to knock him down. Rust chose a hit to the head.
So just ignoring two things with your analysis, Rust doesn't even have Boeser in sight when he makes his move to hit, he's just aware he's there. Second Rust is skating in to cover his goalie after a mad scrum in front of the goal with Skinner making multiple saves and over extending himself. Skinner is in a vulnerable position, Boeser is skating away, and Rust is coming in to defend the goalie at the buzzer. This isn't anything new to the world of hockey, pretty standard hockey play, and Rust just happened to catch Brock's chin as he puts his shoulder into his chest, again, blindly. Reckless on Rust and a 1 game suspension because it did result in an injury, but let's not pretend this is a girl's league.
I don't know, I guess this hinges on hockey play versus non-hockey play. If every hit to the head is a non-hockey play regardless, then sure. If not, then I think the argument for a hockey play gone wrong at least exists.
In any case, Rust showed immediate remorse and is rumored to instantly accept whatever punishment he receives, knowing he did wrong. At least there's that.
1 game. Rust has no history of discipline and the hit was reckless not predatory. I believe that Rakell’s position and near simultaneous hit probably contributed to Boeser not being able to move backward which may have lessened the impact to his head.
This doesn’t show the whole scene. After, Rust went over to Boeser to apologize, or check if he was ok. When you slo-mo an event you can easily insert what they were thinking. In a sport this fast, you will 90% of the time be wrong!
3 game suspension is a joke. This was a flying shoulder to the head, from behind, curving around to purposely hit the head. Rust has made at least ONE enemy for life. Fucking disgusting, inexcusable hit. Obvious intent to injure. The NHL needs to actually PROTECT its players. People see this, Brock had zero chance to defend himself, he just got targeted to the head from behind at the buzzer…. And they go, three games for that? Wow, cool. So I can take out any player I want easily and 3 games at worst? Cool. What a JOKE.

Yes Boeser moved slightly out of the way and he was facing his body toward him, but the "shoulder shrug" does not make it any better. Rust was also going into a scrum looking to get a hit on a player standing still not paying attention to his surroundings but instead paying attention to the puck. This is textbook blindside. If it was open ice and Boeser wasn't paying attention, sure, but this is a scramble at the goal everyone is looking down to either stop the puck from going in or get their chance to tap it in, NOT a time to come gliding in at full speed to try to land a big hit. BAD decision to even try to hit, even worse decision to continue to follow through with the hit EVEN THOUGH the hit was no longer lined up… So it is obvious, Rust's thoughts were hit the WHOLE WAY and it wasn't about anything else. I'm not sure how you can justify it otherwise.
I like that you called out that it does not appear to be intentionally malicious. I believe there are numerous instances like this where fan bases get too carried away because it was their guy that took the hit, when if their guy was in the other player's position they would feel differently.
The NHL and the Penquins it's always this way intentional hits on us are almost never suspended the National Cheating League is their official name with Amesty International 😂

Hey, the department of player safety actually agreed with you on this one with regards to it being 3 games! Surprisingly so though, cause they're usually much more lenient with punishment, even more so if like this it seems like its not somebody who usually gets in trouble, so its a bit weird for the dops to choose this incident to crack down on in a more notable manner.

I think you nailed this one. Rust wasn't trying to take Boeser's head off, but he also didn't try to avoid catching him right on the chin.
