Part of this was also the NHL looking to expand into Baltimore at the Baltimore Arena, but that was ill suited for hockey. The Blackhawks said "why not St. Louis? They have a hockey ready arena" Doc Emrick told this story once on a Wednesday Night rivalry game between the Blues and Blackhawks.
