That hit is not clean. There`s way too much head contact and upward movement from Panarin. It doesn`t look like much, so a 5+ might be over the top. I`d say 2+2 and send a Caps guy for roughing, then PP Caps.
I mean this is one hundred percent a 2 minute hit to the head penalty, but nothing more. I'm not sure why everyone is just ignoring the fact that the head is the principal point of contact.
