Am I wrong abt this ruling? Wouldn’t he be able to rake that splash mark in front of his ball? Not improving his lie and I’m pretty sure u can rake around the area so long as u do not impact the lie of the ball

I’ve done the same thing in a similar situation. Short sided in a shallow bunker. Just slap it up there

Ain't nothing new, I've been doing that for years when the bunker doesn't have a lip.
i usually set up to swing normal. Accidentally skull it. Ball smacks into the lip at about 90 mph then pops up right onto the green
