What did Foote accomplish under Tocchet to be promoted?

Can somebody please explain what credentials Cam Robinson has? Did he ever play professional hockey?
He benched petey because he was coming off the ice too soon leaving his mates in deep trying to score, with a fresh player coming out and playing with wrong mates for another minute, it discombobulated the whole team. So Foote says Petey if your tired just sit for a bit.
