A 76% WAR defenseman who can eat minutes and play on the right side if necessary is a welcome addition. Hopefully balance the whole D group a bit better. Maybe Leddy is a better PK guy and can find a role there.
I liked the Orlov addition as he might be the best defenseman the Sharks have had in their defensive corps for multiple seasons.
I think your evaluation is fair and I agree he is not a number one or a number two at this stage of his career. More like a decent three or really good four. I don't think he will get over 20 minutes if they can platoon the top four.
My top four are Orlov, Klingberg (if healthy) Ferraro, and Liljegren. I really like the idea of having Muk with Orlov (especially that they are both Russian) and I think it will help smooth Muk's transition to an every day NHL player.
Not sure about the pairings after that.
I am surprised that Orlov is that bad on the PK. Not worried though as there are other defensemen that could take those duties.

Orlov and Klingberg as a top pairing is not good enough for a contender but having them both be in the top 4 definitely gives some much needed experience and quality that we've been missing on the blue line. Also allows other players to play more in their natural pairing spots instead of playing up. Really glad GMMG was able to get them both in the building.
Is Zach Martin a time traveler version of JD Young back from 10 years in the future… Or is it just me?
We don’t need Orlov to make crazy stretch passes or carry the puck blue line to blue line he just needs to help get that puck out the zone and get it to the forwards we’ve seen how Celebrini and Smith can carry the puck and certainly a couple more veteran depth forwards will help in that transition game, a lot of last season was a lot of sloppy play leaving our zone making for a lot of turnovers which hurt us bad
