I’m a fan of this punishment method: If you injure someone and you are determined to have made an illegal hit that caused that injury (football/hockey/basketball, etc.) then you are suspended at least as long as the player you injured is out.

Don’t care if he can’t skate and can’t score. We need him to enforce. 2 dirty hits in 5 games can’t be allowed to happen.
