You have to keep in mind that most of the time with these retrospective “worst GM” topics is that there is decent chance that an owner or a board of owners is forcing decisions on management. It leads to some massive blunders.
A big recent one would be Huberdeau’s 8 year, 84 million dollar contract.

One of the more flaccid GMs Toronto was ever saddled with thanks to Harold Ballard (May he rot for that and the damage he did to the franchise on the ice)

As much as people might disagree I have gotta throw Stan Bowman in this conversation. I don’t think there is a GM who has ruined a franchise more then him.
For one, he never built the Hawks dynasty. That was all Dale Tallon and Joel Quenville. He kinda pulled a Dubas where the pieces were mostly set, all he had to do was listen to the scouts and let the staff do their work…. Which he stopped doing after a while because of course he did
Only when he was relied on to make moves did everything fall apart.
His first screw up? Giving Toews and Kane 10.5 million dollar contracts. Both players were players who wanted to compete, reasonable contracts could have been discussed and drawn up.
Next, it was giving Terravainen and Darling away for pennies.
After that he handed Panarin to Columbus for a middle 6 all offence player in Brendan Saad almost making Kane want to leave in the process
Letting Hjalmarsson leave
Firing a potential hall of fame coach for an all offence coach who’s plays were Sheldon Keefe level bad.
Then he finally realized it was rebuild time, so he began actually a pretty good rebuild
But nope, he couldn’t let that work either so after being handed Fleury for a guy who has actually retired and no one has ever heard of, he decided to go big… on a man who has never done anything notable in Seth Jones. But you know what, he’s a solid defence. He shuts down offensive players and can play solid offence. He would be excellent on a pairing with Boqvist in a couple years… oh right, he traded Boqvist and our first on a year where half the defence is unreliable garbage, we are in a stacked division, and the offensive depth stops after the first line.
And you absolutely wouldn’t believe it if I told you… it went to shit immediately. Team was garbage and it ended in giving up DeBrincat for way less then the value he was worth so that we could get something at the end of the season.
Oh no, but I’m not even done yet and we have barely begun. He is also the reason EVERYBODY hates Chicago. Even Chicago hates Chicago because of this POS.
He also hid the fact one of his players got raped by one of his own staff for 10 years. FOR 10 years! And his excuse? He didn’t want to bring down team morale during a cup run. He should be in jail.
The man single-handedly destroyed what is probably the latest dynasty since the Red Wings, while destroying the entire organization while he did it because he didn’t want to bring down morale.
Yeah, I get there are GMs who did a worse job at a competitive standpoint for their teams, but no GM short of Harold MF’n Ballord has destroyed an organization in so little time.
