This version of Robotnik is probably a robot and there are several things that support this theory aside from one of his arms clearly being made of metal. In one scene he mentions his heart. He says that his heart is metallic. In another scene Robotnik opens his mouth to inhuman proportions not only showing he has multiple uvulas but his lackey says there is no heart to be seen. This could be because his heart is one made of cold steel. He basically is ran by a motor or engine like most machines are. His eyes are also shown to glow or illuminate and sometimes even shine like search lights when in darkness. In one scene he's shown fighting Antoine. Robotnik is easily able to get the upper hand in this encounter as what seem to be thrusters are seen beneath his feet that allow him to fly. He also points at Antoine which fires lasers at him from his finger. He also appears to have what are either small antennas or bolts protruding from the side of his head. In addition to his eyes glowing the appearance of them don't seem alive either and appear to be robotic. Being pitch black with red circles for pupils like that of a projection on a computer screen. He is also shown to not get sick or be negatively effected by high levels of pollution or toxins. If he was human he for sure would be dead by now given how disgusting and filthy his mechanical kingdom is. This would make sense given his end goal. He wants to get rid of all organic life and destroy all of nature to create a world made completely of machinery and metal. Who better to lead an army of machines and roboticized animal life then another machine. This Robotnik is either a robot or partially robotic. If so it would explain his whole personality since if there is no organic life and just machines it would be what he sees as his ideal world.
I love this version of robotnik because of the echoing voice and the glowing eyes. the reason why is because this and the AOSTH robotnik are the chads than the other robotniks and eggmen.
I wish the Badnik robots Scratch, Coconuts & Grounder known as the Super Special Sonic Search and Smash Squad (often abbreviated to SSSSS Squad and, occasionally, 6-S) were in this version of Sonic the Hedgehog.
