Bill Hader was a Production Assistant on Collateral Damage — i.e., he worked for the production. He was not Arnold's "personal" assistant as your caption erroneously states.

Long story short…Arnold is very hesitant to ask a PA to do anything because he doesn't want to intimidate them, but he loves schnitzel, which helps him overcome his crippling home sickness, and he was crying and dying inside as it became increasingly evident to him that Bill wasn't going to offer to ask Kraft Services to bring in schnitzel. Arnold left acting for politics after this movie because he knew he could go over to the local Austrian consulate and be given free schnitzel anytime he wanted.
