The NHL’s Situation Room released a statement about the Carolina Hurricanes coach’s challenge related to a Parker Kelly goal where the puck was ruled to be deflected into the net off his glove. The Hurricanes challenged for a missed stoppage for a high stick, but the call on the ice was confirmed as a good goal.

So the Hurricanes get screwed two times in that one goal, starting to really wonder if Vegas runs the NHL too now. How the goal wasn't reviewed by Toronto is baffling, how they deemed that not a high stick is also baffling. You should look at the beautiful dive on a love tap of a slash from Hall. The refs were very one sided, similar to how the refs gifted Edmonton the win versus Montreal.
I gotta be honest, for 2 minutes straight I was losing one braincell after another because I could not make out what the heck you were talking about until you showed the actual high sticking scene towards the end of the video.^^
It's kind of funny that the goal should have been disallowed on two dimensions
So, boards are typically 42" (3'6"), but can be up to 48" (4') the puck seems to be no more than a foot over the boards, which would be lower than normal shoulder height.
It does look like a high stick, but maybe they didn't have an angle that allowed them to conclusively overturn the call. That's the only reason I can think of for letting the goal stand. Maybe they thought that the camera angle made it look high, but couldn't confirm it because they didn't have another angle to compare it to.
