It's not an overpay because Luke hughes has been mostly locked into pp2 before signing a contract and that could be by design. He can put up a point per game on PP1.
Leave Quinn Hughes out of this the only reason Luke Hughes re signed is because he was an rfa and is entering his 3rd year in the nhl and other teams can’t offer sheet him

Contract expires as hes 29. Right in his prime. By that time, actually in three years, this will be a huge bargain
