Basic fact of the matter is that the franchise has wasted an entire decade (read half) of the career of the best player in hockey history. That might just be enough to drive him away. I'd be concerned.
Sign him max 8, do NOT grant him a NMC, match his money with Leon for first 2 years, ladder it up every two years. Last two years at $20million per.

I think this extension is different than the ones before it, or at least it feels different. When asked about it at the end of the playoffs Connor did not give of a reassuring vibe, which was worrying and he hasn't said much since to change the vibe. It's just speculation but before it was always "I'm resigning, we'll get it it done" and now it was "I need some time to think it over" which is the kind of thing you say to if you're thinking of making a change.

I think McDavid wants to see how the off season moves have helped the team. Bowman is building the team around McDavid and with the cap restrictions I am not sure how improved the roster is. I can see him going through training camp and preseason to get an idea before putting pen to paper.
