Game inside the game on that post goal shoulder tap. Refs could have called it hooking also at 0:17 I think. Did Skinner know what he was doing FOR SURE , but also he does a good job making it look like he's plausibly trying to play the puck then spin away from Kulikov but just in the right way to make it hard for Kulikov to get his stick free.
I definitely dont agree , skinner was holding the stick under his arm while the panther is so weak that he cant pull the stick out🤔, if you watch all the plays between these two players the panther automatically brings his stick up above his shoulder and never gets called for high sticking . In my opinion skinner is protecting himself and the panther is more concerned about sticking him up high than where the puck is.
I don't like 'piling on', but the one tactic I have observed for years from both Tampa & Florida, is they had a plethora of 'holding-the-stick' offenders. Guys like Perry, Killorn, Cirelli, Kucherov, Sergachev, Hedman & a couple of others were very good at it & rarely got called. On Florida Gudas, Cousins, Tkachuk, Bennett, Montour, Staal, Mikkola, Kulikov & Luostarinen are/were repeat offenders. That Skinner got away with that for as long as he did was impressive, together with the 'chef's kiss' shoulder pat after the goal. If you can't beat 'em on stick fouls, might as well join 'em.

Panthers did not loose this game because of the refs 😂

It’s in the playoffs, none of this including the tap is a penalty. Let alone a fine
