So really the paint is actually part of the neutral zone. Except for 'clearing the zone', which is weird and inconsistent. I wonder what other rules this factors into…
The blueline IS actually inside the zone. That should have been a penalty. And no, it's a terrible "no call." This really isn't that complicated and you said it yourself. They are coming OUT of the zone not going into it. If Florida holds it in there, it's onsides which clearly means that the puck never left the zone. If it never left the zone, that's a penalty.
