I favour relocations before expansion. Just wait about 2-5 years when Utahs great salt lake completely dries up exposing a layer of toxic sea bed created from centuries of agricultural, mining and industrial run off that once the dessert winds start to kick it up, its predicted that a 2000 sq mile toxic dust bowl will consume the state, killing all animal, plant and human life. All of a sudden, Quebec City or Hamilton Ontario don’t look quite so bad anymore…
