This is what Paul Cotter does. He skates by and throws a shoulder or elbow towards an opponents head while looking the either way. Here’s another example
I don’t have a problem with the call. If you make head contact like that, expect the match penalty. It doesn’t matter if you didn’t nt intend to. Cotter tried to apologize but Pelech wasn’t having it.
I wasn’t sold that this was a deliberate attempt to injure though.
The dman is in a vulnerable position as he shoots in the puck , and his opponent simply continues with his line until contact occurs. People might say he didn’t make enough effort to avoid the contact , and maybe one could make a case for that.
But, I have seen so many instances when two players are coming together, and one guy decides not to initiate a hit but the other guy surprises his opponent by initiating a hit. It’s always the guy who doesn’t prepare for the hit that can really get clobbered. Whether it’s a reverse hit, or just a player caught reaching , it doesn’t take long to learn the lesson. Always protect yourself first.
As a player, I would rather take my chances that my opponent gets hurt because he left himself in too vulnerable a position, than try to let up or evade at the last second and get KOed. I bet anyone who has played serious hockey will know exactly what that’s like.

The Department of Player Safety will probably fine Pelech for that clearly illegal hit. There is no room in hockey for leading with your face and targeting shoulders like this.
VGK fan, we had Paul Cotter in Vegas and I thought he was a stand up player. Hard nosed, definitely not dirty, I think he just got a little too close but intentional? I think not, he's more honorable than that. Hopefully the Islanders fella is ok and a suspension is probably fair.
