No way that was intentional. I know of Cousins rep as a agitator. More with his mouth than his body too, but he isn't a dirty player.

Cousins is trying to blindside a guy on the open ice. That is a risky play. The rookie is changing direction so there is a mistiming for the hit. But he shouldn't be trying to hit people that are going sideways at speed. It is asking for something to go wrong.
