Sure a delayed penalty was called. We all saw the arm in the air, but the ref didn't blow the whistle when CHI touched up the puck. Players always play until the whistle. When the ref didn't blow the whistle at touch-up, the play is still live…. it's very possible that because there was no whistle, the player could've thought that the call was for EMBELLISHMENT/DIVE and not the HOOK (which the announcer wrongly called tripping).
The calls were bad and so was announcer. That's a hook and not a trip and play continues until the whistle is blown.
