Your team doesn't draw as many powerplays because the refs have finally caught on to the fact that the Oilers are one of if not the dirtiest, cheap-shot, and whinny take a dive teams in the league. There's not a single guy on that team who plays the game the right way, with class. Maybe Skinner, but that's about it.
Removing enforcers has resulted in stars being bullied. Refs are far too inconsistent. I know Gretzky wasn't gooned like that.

I could be wrong, but I don't see Toews being no better than a 3rd/4th line center if he does come back. Not worth the risk especially when your team is fighting for the #1 seed in the West.
