If the tossed stick didnt hit anyone… id say its a bad call. I only call penalties on dangerous, dirty plays, or where a player does something to create or deny a scoring chance with an illegal play… i like to let alot of the chincy stuff go. Players, coaches and fans all appreciate my reffing style. Been told so many times that im one of the better refs around, by coaches and players. I also love to communicate with players and coaches as much as possible
