1000 % Michigan fault. Unsportsmanlike, poor coaching and leadership. Michigan State should be ashamed of themselves and the President should formally and publicly apologize to the fans and the Ohio State community. The player that carried the flag to the spot should be expelled from the university. The player that paraded the flag around secondarily should be expelled. The position coaches of those two players should be fired immediately. The Ohio State players that wrestled the flag should be disciplined and made to pay to replace the flag to Michigan State.
