I'm thinking you're right. Bowman started with a number in the 11's and Leon's agent laughed in their faces. I can see Leon taking 13.5 (so he's paid more than Matthews who gets 13.25) yet that is still 500K to 1 mil below what he could get. We're pretty sure next year's Cap (not this coming up year but the year Connor resigns (hopefully)) will be 92 or more and the year Connor's new contract kicks in it would be close to 100 million. If Leon take 13.5 million at the projected cap of 92 (it should be 93 or more) million he'd get 14.67 % of the team's cap that year. If it's 93 million is 14.52%. That percentage drops every year the cap goes up making it a greater and greater value. Connor could take 16. I see him choosing to take less as well. Less doesn't mean you give it away it just means it's better (somewhat) that you're able to get.
Could be that it's not the money they don't agree on, but other things, like full contract length NMC. But I don't see why they would say no to that. When McDrai goes sour, it's time for the Oilers to rebuild anyway.
