When exactly did they change the definition of a penalty shot? Seems like 2-3 years ago they started getting very weak.

So Kyle Pamlieri can hit well after the whistle, all the way in the offensive zone on a delayed offsides, and that's not a penalty, but you brush a guys hands with your stick…penalty shot.
