Panarin also avoided a hearing with the NHL’s Department of Player Safety, who reviewed the hit and opted for no supplemental discipline on the play.

I'm not even certain this justifies a minor. I'm not a fan of high hits by any means and generally believe that the hitter has the responsibility of safety, but Panarin's skates don't leave the ice, Oshie's coming in pretty low and leading with his head, Panarin's body is lined up in a way where he's trying to make a full body hit rather than a head hit, and I didn't see any limbs extended in an unsafe manner.

so oshie can hit panarin by a high stick and grab him by the neck but panarin is the enemy makes me laugh. I watch the rangers and panarin for years, this is the first time he did a hard hit.
