There's no padding there. It was intent to cause harm. Sure, KP could have swung harder, but he was trying to get away with it. Refs have to call this otherwise the game will get out of hand fast.
The ugly part is that the players are all aware of what exact spots don't have pads and what spots hurt. Slavin was probably more surprised more than anything, the sudden panic of a small motion causing a career-ending injury to the all-important knee. I mean look at Slavin's face from the front.
