I have a hat that I bought at a canucks game with my dad, which turned out to be the last game we ever got to go to together before he passed (hockey games were our regular thing). If some jackass dweeb did this to me at a game I’d lose it.

This appears to be an individual with clear intellectual disabilities. He may or may not be with the individual filming as there is a seat between them.
The individual filming has the camera trained directly on both men (guilty one and the victim) and not on any other part of the euphoria in the building, even before the hat was thrown.
Before he acts, he is looking straight at the person filming and seemingly reacts by throwing the hat. As soon as he is confronted, without skipping a beat, he says “she” told him to do it, as if he hadn’t computed the harm in the actions and just blurted out the truth. As he is being confronted, the one with the camera is pointing at the man as if to ensure the attention remains on him.
Somehow, the video appears on the internet to be critiqued by all, including some pretty vile comments if, indeed, the individual is intellectually disabled.
